Some Airlines are now charging for carry-on bags. Oh you didn't know? Well...they conveniently neglected to inform consumers on this policy change. Seems enough travellers heeded the suggestion to pack light and forewent flying with bags for cargo. The asslines weren't making money. Solution: rewrite the rules and "make" small carry-ons too big.
When the official decree comes out - if it were already so, then all airlines would be subjected to this FAA regulation versus a few - I'm sure it will be attributed to Islamophobic terrorism.
